Abstract

Dissertation research explored collaboration between state and local governmental public health agencies and community-based organizations to implement foundational public health services in Oregon. The study also used a modified Delphi survey to explore the distinct but complementary roles of governmental and community partners in advancing the equity workforce capability of the foundational public health services framework. Study results inform how governmental public health can improve collaboration with CBOs for public health system transformation efforts.
